Identified

Voice calls on desktop may be intermittently unavailable due to an outage with our voice provider. Our teams are engaged and working towards a resolution as quickly as possible.

Workaround: If you are unable to make voice calls from desktop you can navigate to your user settings, scroll to the Outgoing Calls section, and change Calling Method to "Always use mobile phone" to have desktop calls bridged to your cell phone.
